BASIC CONCEPTS AND DEFINITIONS Fires are a great danger to the population and workers, causing in some cases serious injuries and loss of life, as well as causing huge material damage. The main document in the field of fire safety is Federal Law No. 69-FZ of 21.12.1994 (as amended on 23.05.2016)"On Fire Safety". This law defines the general legal, economic and social foundations for ensuring fire safety in the Russian Federation, regulates relations in this area between state authorities, local self-government bodies, institutions, organizations, peasant (farmer) farms, and other legal entities, regardless of their organizational and legal forms and forms of ownership, as well as between public associations, individual entrepreneurs, officials, citizens of the Russian Federation, foreign citizens, and stateless persons.
