There is a state called Lambardia. It claims that a neighboring state called Bambardia committed an act of aggression against it. Lambardia appealed the UN Security Council. (Both are UN member-states)
Bambardia rejected the claim and accused Lambardia of committing aggression against it.
What legal authority UN SC has to deal with it? What can and shall it do?
